Overview
Australia possesses world-class marine research data, yet a persistent gap remains between these well-managed research datasets and the assessment-ready information required for State of the Environment (SOE) reportings, Environmental Economic Accounts (EEA), environmental approvals and the national environmental data supply chain envisaged under the Nature Positive Plan. NESP Marine and Coastal Hub Project 5.9 was designed to close this gap by building the data infrastructure needed to routinely transform priority marine datasets into cloud-optimised, analysis-ready products sustained through IMOS/AODN national infrastructure.
A national prioritisation workshop (February 2025; 40+ participants, 16 organisations including DCCEEW, IMOS, AIMS, Parks Australia, GBRMPA, NOPSEMA, CSIRO and ABS) selected six datasets for development: a national seagrass aggregation (83 source datasets, 1967–2024), a seabird product (41 Darwin Core archives, 1939–2025), kelp annotations from Squidle+, NRMN reef benthos photo quadrats, dugong aerial surveys and AMSA vessel tracking (2012–2025). These span the three thematic pillars of marine assessment: habitats, species and pressures. Automated Extract–Transform–Load pipelines, were orchestrated using Prefect, the AODN standard pipeline tool and validated through defined schemas. Heterogeneous sources were harmonised and converted into standard Parquet files. All biological datasets are aligned to WoRMS and CAAB taxonomies. Products are enriched with H3 hexagonal spatial indices for multi-resolution aggregation and Australian Marine Region tags for alignment with national reporting geographies. Compression ratios exceed 88%, and all products are accessible from Python or R with standard open-source libraries.
All pipelines are integrated into IMOS/AODN operational infrastructure, with products refreshed automatically as new source data arrive – ensuring sustained delivery beyond the project’s funding cycle. Products are discoverable through the AODN portal with ISO 19115 metadata and OGC service protocols, interoperable with DCCEEW systems and global platforms including OBIS and GBIF. A companion training programme of screencast videos (9 episodes) with Python and R code repositories builds practitioner capability across government, research and consultancy sectors. The products have immediate applications for SOE 2026 and the biennial cycle from 2028, EEA preparation, environmental approvals under the EPBC Act (including offshore renewable energy), the Sustainable Ocean Plan, marine park management, and threatened and migratory species assessments. The project demonstrates a replicable model for transforming research data into assessment-ready information within national infrastructure, directly addressing the gap identified by the 2020 Samuel Review.
